In a nutshell:

- Cast duplicate votes (using carbon paper) in multiple ballot boxes; count the ballot boxes independently.

- Subtotal at the precinct/ward level - publish these results immediately.

- Anyone can thereafter compute totals for county, state & country.

I think this should STILL be done now - before Dec 12 - because the Diebold electronic voting machines have too many errors and BY LAW we need LEGITIMATE popular vote totals for the Electoral College by Dec 12. Print up carbon-copy ballots and hold another vote - on a weekend this time - and let people sign in with their photo id.
