46. Actually, this is an international issue.
Paper ballots, tansparent boxes, hand-counted, plenty of observers: only way to go.

I'd suggest separate voting days on (relatively) minor issues, local offices, "ballot initiatives" and such, too.

And vote on non-working days, of course.
