64. The Multnomah County ballot doesn't have 116 races.
There are 2 races for US Representative and 5 races
for State Senator on the first page, and there are
15 races for State Representative on the second page.

These races don't need to be voted on in
every precinct in Multnomah county, because
they don't apply in every precinct.


This is true for many of the other races
on the ballot.

You've way overcounted the number of races
needed per precinct.
