The ultimate authority to select the chairman are the fifty state party chairs. They usually follow the desires of the "titular" head of the party unless the titular head has "damaged" himself in the recent election. I would guess that Clinton, Kerry, and Gore might have some input, but none are in a position to dictate to the various state party chairs with the same authority as, say, a sitting president.
