98. Consider what you are asking here
An independent voter is usually just that. Not followers, going through the motions of change. Sure some this or that, but one would mostly think they break for the challenger when current office holder is not doing a good job.

Also would think they would be less swayed by fear with the go it alone attitude, not favoring the incumbent also. Even with just common sense all these new magical numbers of voters for Bush don't add up
