voluntary. Its blackmail. "If you want to leave the country i'll have to scan your eyeball and take your fingerprints. DNA anyone?"

Then the ID card will just come through the letterbox. Another thing they are proposing concerning fines, is the power to basically raid peoples banks or wages. If you owe a fine it will be taken from you like a tax. so there'll be no day in court, the ID card will arrive and you'll be billed through your wages.

The day that happens is the day we've all lost and i will swim out into the North Sea hoping to hit land at a more sane destination.
