I doubt the letter went to bargaining unit employees. My guess is it went to management and professional employees (non-bargaining unit) that live in the 9th Congressional District. I'm a hybrid in that I'm considered management, but "Manager" is not in my job description. I live in the 8th District, so I had to ask someone to forward it to me. I didn't get a similar "8th" letter for Mike Rogers.

I emailed a copy to Kevin Hrit, he knows me...
