The "if" sounds like the private plan will be your first choice and only after they reject you will you be able to try the public option.

He also said

"I don't think the best way to fix our health care system is to scrap what everybody is accustomed to,"
and
"(the nation should) build on what we have ... and fill in the gaps."

Yeah - because we're just so accustomed to getting screwed by the for profits we just couldn't cope if they weren't picking our pockets.
