If one holds up a picture of a female, and one proceeds to mime groping the breasts of the person pictured regardless of whether the person pictured was present or not, that would indeed be considered sexual harassment (in that it is "...unwelcome attention of a sexual nature" (Wiki)).

"Was Hilary there?" I dunno. Probably not-- unless of course that was merely a rhetorical question to ad some melodrama to your post...


"Were they taunting a Clinton Supporter?" I dunno. Probably not, but I can't even begin to figure out why that's a relevant question.


"Were they at the office????" I don't think so-- but as stated in my post, were the same scenario to be played out "at my office (I can type slower if that helps..)..." And I imagine that any and every member of a Presidential candidate's campaign staff should always act as though they are being interviewed, unless they are absolutely confident and secure that what they are doing/saying will not be seen or heard-- I imagine it would be common sense. :shrug:
