96. First off, you never replace a good Defense Secretary at the start of a new Administration
You allow for about a year overlap. Gates came in 2007 AFTER Rumsfeld was gone and he's actually been quite successful. We're in a two front war, that's a position we can afford to take our time with. Anyone who thought we'd be out of Iraq in one year is completely delusional. It will take us at least three years to completely leave.
