Most obvious reason is that a governor on the ticket probably would have been better than two senators. History seems to bear that out, and unfortunately Gramps is looking at a lot of governors.
I'm guessing the "attack dog" thing is what knocked Bill out of the ring. No question that Biden is better in that capacity
