109. The current plan outlined by the article is to use trains
The trains were the only way that the remaining citizens of NOLA could have been evacuated during Katrina.

The idea of the buses is simply a talking point to put the blame onto the local and state officials. As someone stated earlier. FEMA could have worked out use of the trains with Amtrak, but they didn't.

Just as they turned away 1000 volunteers who brought 500 of their own boats to New Orleans after the storm to rescue people. People who'd traveled the waterways of Louisiana all their lives were told their assistance was not needed, while the citizens of New Orleans were dying.
