18. It's not a concession speech, but I can answer that question
That is consistent with the position she has taken all along. She will say that the Democratic Party needs to heal and be united, and she will say that part of that healing and unity is to bring Florida and Michigan in from the cold and back into the heart of our Party at the convention. The stance she took tonight will hold up whether or not she ends up thinking she can be our nominee. She can later concede and still hold to that position. If Hillary Clinton ends up losing the nomination part of her work for Obama will be to help him regain his competitiveness in Florida and Michigan (and PA and OH). By still speaking up on behalf of Florida and Michigan's Democratic voters she stays a viable advocate either for herself or for Obama.
