"If you can't get away with saying it yourself, have your dummy say it for you." As far as I know.

Or if you can't get away with attacking the presidential candidate directly, use a scapegoat in a way that implies corruption by association, thus making the associated-to automatically corrupt. Or so I've heard, as far as I know, if I remember correctly.
