Frank Oliver has been a black member of the PA House of Representatives since around 1973. He is an old school Phillie machine party politician. There was a big stink in Phillie earlier about Obama refusing to continue the corrupt practise of handing out $$$ to neighborhood locals on election day.

Looks like Clinton DID fork over the money. This is exactly the "old-style" of politics which Clinton would continue and which Obama would change.
