Why did Secret Service let Obama's harasser harangue him like that?

On this, the horrible anniversary of an American Nobel Peace Prize winner's assassination, it's really nagging at me. We've seen the clips of the seemingly unbalanced idiot following Obama from stop to stop and getting right in his face. I understand Obama doesn't apparently want a wall around him, but regardless...could they at least keep the obviously unhinged people from getting in nose-to-nose with him.

I fear for this candidate. GHWB was in Dallas for the JFK shooting, and was close friends with the Hinckley family, one of whom shot Reagan while GWHB happened to be Vice President. I'd like to mention here that the Bushes were business associates of the Bin Ladens, as well as the lovely Prince Bandar...all fodder for us coincidence-theorists.

So, should we trust Obama's security to GW's minions?
