People have to sooner or later at least tune them out if not actually revolt against them in some way. Granted there are only two alternatives here and in the GE but why drub people with basically the same ad over and over and over and over? Oh that's right the consultants get paid per media buy (crazy!)
Okay here is what I would suggest. Some targeted ads buys according to demographics but let it be know that you AREN'T filling their lives with this for the next ## months. Let it be known that every time they see the other guys ad thank YOU for not having one following it and follow this up by buying a full minute (or two) on the local news- everyday everyone knows when to tune in to hear you talk about your policy (and it has to be on POLICY) about ________ issue. "One minute thats all I ask" or something like that. Local TV in states used to the massive ad buys (~33% of their semi-annual revenue) won't like it but you can work something out with that.
Basically be upfront with people. I don't think this is pie-in-the-sky stuff I think it would be a refreshing change AND it could stir up interest "Have you been watching so-and-so's nightly minute spots?" word of mouth type thing.
