He mentions the 'authority for Iraq's reconstruction' should be transferred to the international community. Doesn't exactly answer my qeustion but oh well.

I guess that'll have to do for now.

And by the by, the awarding of contracts begins... what is it... this week? I heard this morning and already forgot. I think $5 billion is set to be doled out this go-round.
