In Primaries many do not even vote. The Parties make an effort or do not make an effort to get them to come out for a specific candidate. In Many states, Independents are not permitted to vote in Primaries. Closed Primaries. The Campaigns probably did their best to seek out Independents. In the future states there are few states where Indies can particpate until Gen. ELection
