36. Yes he did -- repeatedly
Buy going to the UN and giving that phony report to justify an invasion, he was advocating for cowboy diplomacy.

By echoing and carrying out the claims of the bush administration -- and defending the administration's foreign policy, he was advocating cowboy diplomacy.

By both commission and omission, he was one of the prime enablers of the policies and actions that have caused the damage to America's reputation and actual power in the world.
