11. In my knowledge of the governor of a state he sets the laws.
I don't think the come from the senate. And if a senator says that a governor thought it was a good idea, does not mean they approve..they are saying the governor must have thought it to be a good idea. But then the people wanting to bash Hillary Clinton are going to blame it on her, regardless who's idea it was.
