You don't just write in "Al Gore" someplace. The ballot laws are meant to discourage write-ins so there are various technical rules the voters must follow. To try and educate tens if not hundreds of thousands of voters on these rules is a very steep learning curve. Gore can't win on write-ins. Having said that President Johnson did win the 1968 New Hampshire primary as a write-in against McCarthy (49%-42%)but he was the incumbent President and had the party machinery behind him.
