You cannot do either well if you try to play both rolls. So you can't blame Obama for not using his brain. He is carrying out the strategies that his staff has come up with based on a general theme or direction Obama has told him he wants to do. When Obama's people come up with something that doesn't come across as well as they thought it would when they brainstormed it in a conference room, Obama comes across looking like he's not using his brain. Yes, Obama has to approve it, but there is probably a degree of group think that disconnects everyone from the masses.
