Majority yes; but lets look at a scenario. The Democrats don't pass the FISA bill, go on vacation and a terrorist attack conveniently happens. Think about it for a minute and think about how this psycho administration would use it to destroy Dems - it would be their fault. I don't think I have to explain the ramifications.
The law can be changed once a Dem becomes president; and Gonzo won't be AG forever.
