She was trying to make clear that - unlike the Republican majority under Clinton - the Democrats aren't salivating over impeachment (which, to many, appears to be just a form of political payback), but were planning to focus on the issues that got them elected: the war, the economy, oversight, etc. Impeachment was NOT one of the critical factors in the 2006 election.

Perhaps she remembers - and assumes voters will, as well - that the Republicans began pushing for the impeachment of Bill Clinton the second he was reelected, long before the Monica scandal. It was clear throughout the impeachment process that Republicans were using it to bring down a president they couldn't stop electorally, not because he had done anything wrong and that even if he had never meant Lewinsky, Bill Clinton would have been impeached for SOMETHING. The Republican abuse of the impeachment tool and the public's sour response to it is likely one of the reasons Pelosi is being very careful to ensure the Democrats do not appear to be hungry to impeach Bush for the sake of political payback. She was simply making the point that the Democrats were using their time and efforts on the things that the voters cared about.

But that doesn't mean it can't be put back on the table, if the American public decides that this is the way to go.
