6. They are bluffing.
Do you really think they want Democrats to "bring it on"? Bush isn't at 30% in the polls because he's really an unlucky guy that has had a few breaks. We know what this administration has done (or not done)-

1) Disregarded the warnings of 9/11 to get their 'new Pearl Harbor'
2) Lied to get us into an unethical/immoral war
3) Ransacked the Treasury
4) Systematically tried to create a 1 Party rule in this country through gamed elections.
5) Unacceptable federal response to Katrina

And 1000's of other deserving high crimes and misdemeanors that raise to the level of impeachable offense.

No, the Republican Party will poop their collective pants if this impeachment bill gets out of committee and gets voted on in the House. When the formal charges are made, they will be put in the position of either supporting the rule of law or supporting the crimes of the Bush administration. They will have to go on record and then defend their vote in the next election they face. We may not win in the Senate, but that should not enter into the decision of whether to present the evidence and let the Senate conduct their trial. There are greater principles at stake here than the political make up of the body when the votes are counted. We can lose the vote...but the Republicans will be signing their death warrant in defeating it.
