19. This is actually very common, what is unusual is the angle of the shot
There are always people out on the rope line. It's why you see Presidents doing that goofy wave when they get on and off the helo. They are usually staffers working in the WH and EOB; on rare occasion there might be a few slobs from the cabinet staffs who get a chance to hang out. And sometimes, they bring their kids to have a little brush with history....

Who knows, maybe they are all getting what they might begin to suspect are their last looks in??? The rope lines got HUGE when Nixon was in hot water....
