I don't kow where you heard that there are 'many unemployed people' in New Orleans
but it goes like this:

there actually ARE many jobs available; many employers who cannot find workers
mostly service industry - hotels, restaurants etc.

case in point:
one of our sons was wiped out by Katrina in New Orleans
he's a 20-something, and was renting
he lost everything, moved to Florida, worked for Disney
now he's back (Baton Rouge this time)

he worked for the Maison Dupuy
a way-fancy hotel in the French Quarter
they want him back
fabulous
but there is no place to live
he would have to commute from Baton Rouge to New Orleans
they call him constantly
it would be a great job
but it's a hard decision

there is NO PLACE to live in New Orleans
this is THE problem

jobs yes, housing no.
