15. I hate to be a party pooper, but
All bush has to do is point out that all the legislation to bring back the draft has been submitted by Democrats.

I know why Rangel did it, as a tactical move to help galvanize the anti-war movement, but I fear that he is going to score an own-goal here.

He's left the repugs the opportunity to take the high road, so to speak.
