25. 203-57 is what I saw
I actually stayed up and watched, they gave 15 minutes for the vote at about 12:20am, I'm going off memory. over 100 did not vote and about 40+ dems voted for the bill. So only about 150 rethugs voted for the legislation. I think quorum is 50%+1
