The programming code is a secret. It cannot be examined by anyone but ES&S. Judges have denied election examiners access to the code to try and understand why some election vote counts were totally messed up. Case in point: Sarasota County Florida, congressional election, 2006, where @17,000 votes were lost. Examiners took it to court asking to examine the code to figure out how those votes evaporated. Judge said: Fuck you.

Ok not fuck you, but you get the point.
