The article says he said it but does not use quotes... yet, it does directly quote him on other things. I can find some different things he has said, like:
"There have been a range of illnesses reported at different parts of the (Trade Center) site. In the north corner, there have been incidences of leukemia due to the presence of jet fuel. As police officers, we're taught to see patterns,"

Though, I do not know if he actually wrote that statement.
I can find nothing to indicate he ever said anything about 9/11 being America's Chernobyl. In addition, comments made by him that I can find indicate to me he believes the illnesses are a result of the various toxins from the collapse and nothing to indicate he believes they are caused by radiation.
