Syria has some basic chemical weapons, certainly. Like most such weapons they are more or less a waste of time if you try and deliver them via missiles or rockets. You would have to drop such a missile on someone`s head in order to have a reasonable expectation of killing them due to the difficulty in achieving a killing concentration within an open area using a limited missile payload. If you dont put conventional agents in the warhead the chemicals wont disperse. If you do, you reduce the payload that can be used for the chemical as well as inevitably incinerating part of the chemical agent due to the blast effect.

Syria would be far better off simply using conventional explosives in its warheads. And Israel would be far better off distributing aspirin to its citizens rather than gas masks. Aspirin wont do anything to the Syrians but it might prevent the odd heart attack which is more benefit than Israel will ever see from the gas masks.
