The jurisprudence is overwhelming: if the civil authorities fail to protect you, the individual citizen, from a violent crime, you have no means of redress. Even if the authorities' failure is due entirely to incompetence, laziness and/or the violation of statutory law and a court order on their part.

And like it or not, firearms are currently the most effective means of self-defense available, which is why police continue to carry them despite the availability of OC spray, Tasers, batons, etc.
