If the law isn't having its intended effect then what is the point of having a law, especially if it only inconveniences the law-abiding?

Suppose there was a law that required everyone to wear 30-pound ankle weights in public, the idea being to prevent purse snatchers from running away. Purse snatchers wouldn't obey it and they'd continue purse snatching and running away. Now, are you saying that the rest of us who would object to wearing ankle weights are using that criminal activity to justify abolishing the law? Are we hypocrites for calling ourselves law-abiding? Or is it that it's a stupid law that doesn't prevent crime and only irritates the law-abiding?
