Full Metal Jackets tend to go through targets and they also ricochet very "well".

So shoot a criminal round goes through him and kills the child behind him.
Or shot a criminal miss, round ricochets and hits a bystander.

Due to "overpentration" most (all?) Police Dept switched from full metal jackets to hollowpoints.

Of course only a few states that get their firearm knowledge from movies and think hollowpoints will explode a target ban them. There is not a single logical, fact based reason to ban hollowpoints. Then again most "gun control" has nothing to do with facts or logic.
