Settled case law says that the presence of a properly holstered firearm is not, in and of itself, considered brandishing or threatening behavior.
You have to consider the totallity of the circumstances.
Was he pointing at it? Otherwise drawing attention to it? Waving it around? Screaming about it? No. He was standing there, quietly, with a sign in his hand.
