So basically the poor immigrant trying to escape a tryannical country becomes a citizen but finds he can't excersize his right to bear arms if hes convicted of some bogus ass crime in a kangaroo court that he'll be 're-educated' for if he ever returns?

How exactly did he become an immigrant, let alone a citizen, if the US recognized his foreign conviction as equivalent to a US conviction?
