that serve booze but not bars. The line the legislature drew is if the place makes half it's money from food sales then it is a restaurant, if booze is half the gross, it's a bar.

The license and fees are different, so there is a whole department in the Revenue Cabinet keeping track of the State's slice of the pie.

Guess now if someone is casing victims in a club he will have to figure if the guy drinking Shirley Temple doubles is the designated driver or packing.
