A modest fee, say, $20, for the FFL's time. Buyer and seller go the the FFL and request Form 9876, "NICS Background Check Request Between Two Private Parties".

Buyer fills out the top half, seller fills out the bottom half. FFL checks IDs and copies that information down on the form. All three sign it. FFL calls in the information, notes "Approved" or "Disapproved" on the form. FFL keeps the top copy for his records, seller gets the yellow copy, buyer gets the pink one.

We could even make an "FFL lite" classification for people that might want to do only the background checks but not actually buy or sell firearms. Might be a nice little part-time business for people.
