4. yes, landlords are eligible...
at least for the program in Kansas. The problem is that the ARRA bill was poorly crafted, requires huge hoops for the applicants, and all contractors have to abide by all provisions of the Davis-Bacon Act. This includes weekly payrolls that almost no one does anymore. Typical of the entire stimulus package I'm afraid....
