Scalar weather control (see US DOD secretary's 1980s statements about Soviet research and abilities in weather control) may be popular among some nut jobs, but when indonesian fires threatened millions, the USSR DID offer to build them a hurricane to put the fires out. (They rejected the offer) The CIA issued a report discussing the potential for using weather for military methods in the 1990s. And one Wisconsin democratic senator ( now deceased?) complained to the US navy about extra long frequency waves that were to be used to communicate with US subs, transmitted from a Wisconsin location, demanded that the Navy stop it because of health issues and the potential for adverse weather side effects. When I studied in the USSR back in 1976, there were discussions of how they could create earth and seaquakes, and the potential use against China (at that time, a mortal enemy, even worse than the USA)

Do scalar weather control technologies exist? I don't know. I'm no conspiracy theorist. But the Soviets put in lots of money and time on them and at least 20 yrs ago, worried the hell out of our own military leaders.
