But the Bi-Partisan commision looks at other factors, such as likeliness to be passiable in Congress, and the one that Dealt with all possible factors in controlling cost, to keep costs from spiraling the government costs to such high levels that they require massive infusions of government money to keep them going, or for eveer incresing costs to people recieving the services from having to pay so much out of pocket, that the program gives them health insurance only in name.It exists, but no one can afford to use it.
