Bidding at any point in an Ebay auction until the time runs out is legit. A bid is a bid.

I open two browser windows in the last 5 minutes or so. One to watch the auction and one to place a bid. I place a proxy bid into one window and click "bid". That brings up the confirmation window. I do NOT confirm. I watch the other window and refresh or watch the countdown (depending if it's Ebay Motors or regular Ebay). When the time left is 10 seconds I confirm my bid. Simple. If someone's proxy bid is higher than mine, I lose. But if there are no higher proxy bids, by doing it this way, I may prevent someone else from making a higher bid thus winning the auction at possibly a lower price.

I used a bidding service before with great results but that service is no longer in operation.
