...they are annoying.

Then invite them over for summer and talk about keeping their lwn clippings in their own yard and keeping the noise down at night. I'm guessing they did not decide to move at 9:45 pm. It probably took them that long to get from where ever they are coming from. I was in that same position once. It took longer to get from Worcester, MA to Cleveland in a pickup full of stuff than I thought and we didn't get to the apartment until late at night.

Frankly, if the dogs aren't barking, there really is no cause for complaint. It's not abusive to put the dogs outside at night. It used to be the norm.
