No, that's not a typo. But you were rationed to 5 cartons/month.

You could buy cigarettes by the pack at places like the bowling alley or
snack bar (I think), but you had to sign for them that you weren't buying
more than (???)/day.

Richard Nixon and Mickey Mouse were real chimneys back in those days.
