15. Very true - frontal lobe (site of reason) isn't fully developed until something like 20 or so?
With the advent of MRI, we've learned an awful lot, and this is a major, major reason children should not be tried as adults. How many of us did whacked out stuff when we were teens, thinking we were invincible, stuff we look back on today and can't even imagine doing as adults? Yep, there's a physical reason for it. Obviously, there is a bit more to this situation, but trying children as adults is wrong on every level.
