He didn't have a scrap of fat on him, was covered in muscle, could run like the wind, and benchpress a small bus, but the bureaucrats said that his weight/height ratio was outside of the "permissible" range, so he was given a couple of warnings and then kicked out. Meanwhile, the base was overrun with fatties who could barely wheeze around the "2 miles in 17 minutes" "fitness" test, just scraped in under the BMI limit, and were declared fit for combat.
