In Georgia, we have a Governor's Office of Consumer Affairs. Do you have a similar state agency to which you could file a complaint? Is there a Better Business Bureau in your area? Try callling your mayor or local commissioner or council person. Call the newspaper or TV station. They'd love to do a rat infestation story. I bet the landlord would get rid of those rats really fast then.

I once had field mice invade a country house and steal dog kibbles and hide them all over in holes, under the stove, in the sofa and in my shoes! That was horrible, but rats are ten times worse.
