63. Ok, I've read the other threads
it seems like you have filed a police report and have been in contact with them, and you are having to pull teeth to get them to be pro-active here. You have a GREAT lead, meaning the cab company, but the cab company is waffling and the police are letting that slide.

I have a couple of suggestions. First, you could contact the Chief of Police personally to put pressure on. You could also walk into the District Attorney's office, in person, relaying what you have done and what is NOT being done by the police department, bringing with you all information you have, and not leaving til they articulate the letter of the law why a warrant can't be issued. Tell them there is a solid lead, but the police officers in question aren't asking for a warrant, not to mention how strange it is that the cab company wouldn't give it up, warrant or not.

Your daughter left home without things she normally uses, like makeup, etc. Those are details that are important. She is 13 years old, therefore she is at risk.

Best wishes to you, and I hope your next update is you finding your daughter. Most cops are great, but some are lazy-asses, and although I am not familiar with Colorado laws, I know in other states what you have presented is enough to have her listed in the Missing Persons system.
